Theological Insights

The sovereignty of God is presented in Scripture, and particularly in this psalm, in multidimensional perspective: God is sovereign in heaven and on the earth. That simply means that God reigns and rules over all aspects of his creation. In the historical context of Book 5, Israel was emerging from the humiliation of the Babylonian exile, and it was not enough merely to proclaim the Lord’s sovereign rule, but this suffering community would be comforted to know that the Lord’s sovereignty encompasses human affairs, especially the suffering of God’s people. So our author takes the most extreme cases of humiliation, the poor and needy and the childless woman. The poor were the objects of abuse, and the woman without children was the object of humiliation and scorn (1 Sam. 1:6–8). The “on high” sovereignty of God is less visible to us human beings, but when God’s sovereign reign expresses itself at the lowest echelons of our world, that is a validation of his sovereignty “on high.” Yet, to hear that God “stoops down” to see what is going on in the earth in no way depreciates his sovereignty “on high.” Rather, his condescension is an expression of his sovereignty in heaven, thus the two-dimensional perspective.
